Yutaka Narui and Azuki Mashiba collaborated on the creation of the anime's original story. Tomohiro Kawamura directed the anime at Live2D Creative Studio and Drive Inc., while Narui wrote the scripts. Fumi Ebina designed the characters, and Shigeru Kishida composed the music.
Narui is a playwright who established the theater group known as Caramel Box. They have previously worked on several stage plays that revolve around the Shinsengumi theme. One such production was titled "Kaze wo Tsugumono," which has two different spellings - one in kanji for the stage play and another in hiragana for the anime. Despite this difference in spelling, "Kaze wo Tsugumono" is still classified as an "original" TV anime.
